who will finally pay the freight costs: supplier, or customer? I am of opinion, that it is the customer, but I need a confirmation from native English translators

otherwise it would be " ... charged to the customer"
However - it might be a mistake in the original text.

If this is a reply to a complaint about goods damaged in transit from supplier to customer, it makes sense that the supplier, in order to satisfy the customers complaint, may wish to refund the costs. However, *refunded to the customer* would then by a more appropriate expession.
However - it might be a mistake in the original text.
