Here is the context from a speech:
Che da oltre un anno lavora per sviluppare una azione si stistma coerente a sostegno dell'internazionalizzazione delle imprese: ....promuovendo una politica commerciale piu' ragionata ma non per questo meno vigorosa nelle sedi comunitarie; organizzando missioni di sistema che vedono il Governo schierato a fianco degli imprenditori all'estero...
Other than the commercial meaning of sedi ( headquarters or branch)any ideas for the term in this context.
Thank you

within the European Community/at a European Community level
It's quite common to use "comunitario" to refer to the EC nowadays. This might be the case.

as the meaning is not so clear also in Italian this option may be a more neutral one, not changing the meaning of the sentence.

I would have agreed with Raffaella if it wasn't for the term "European Community", which is not used that often nowadays.
Although the word "comunitario" is still widely used on the Italian media, in English, "EEC" and then "EC" have been largely replaced by "European Union" or "EU".
This is probably due to two factors:
1) "EC" could be mistaken for "European Commission";
2) the term "European Communities (which was later replaced by "European Community") is usually associated with pre-Maastricht Europe.
