Basically forces such as the Police force or Fire brigade that protect the citizens of the state.

Forze armate is armed forces made up of military personnel – army, navy, airforce – fight wars also on foreign soil

Corpo armato dello stato are mixed civillians and military and not all are armed such as the fire brigade, most are non military personnel with a military organization – defend country from attack and assist citizens in disasters

Civil protection in Italy
In Italy the civil protection department is organised in a “National Service”, a complex system which includes all the forces provided by the State.
Article 11 of law no. 225 determines the following as operative structures of the National Service: the domestic scientific research groups (including Ingv and other research institutes), the domestic technical services, the voluntary organisations, the Italian Fire Brigade, the Armed Forces, the Police Forces, the National Forestry Commission, the Italian Red Cross, the structures of the Italian Health Service

Civil defense
Civil defense (civil defence), (see spelling differences) or civil protection is an effort to protect the citizens of a state (generally non-combatants) from military attack. It uses the principles of emergency operations: prevention, mitigation, preparation, response, or emergency evacuation, and recovery. Programmes of this sort were initially discussed at least as early as the 1920s and were implemented in many countries, but only became widespread after the threat of nuclear weapons was realized.
Since the end of the Cold War, the focus of civil defense has largely shifted from military attack to emergencies and disasters in general. The new concept is described by a number of terms, each of which has its own specific shade of meaning, such as crisis management, emergency management, emergency preparedness, contingency planning, emergency services, and civil protection.

I like Jo's answer, but if you're not convinced, you may need to reword your text a bit. I don't particularly like my suggestion, but if you want a translation that takes in everything then it may give you inspiration :-). As Jo says, "Armed Forces" in English are military only.

In Italy the Fire Service does not generally carry weapons, but some of its duties may call for the use of weapons in certain circumstances:

"Nell'ambito delle proprie competenze istituzionali, in materia di difesa civile il Corpo Nazionale dei Vigili del Fuoco:
fronteggia, anche in relazione alla situazione internazionale, mediante presidi sul territorio, i rischi non convenzionali derivanti da eventuali atti criminosi compiuti in danno di persone o beni, con l'uso di armi nucleari, batteriologiche, chimiche e radiologiche;
concorre alla preparazione di unità antincendi per le Forze armate;
concorre alla predisposizione dei piani nazionali e territoriali di difesa civile;
provvede all'approntamento dei servizi relativi all'addestramento e all'impiego delle unità preposte alla protezione della popolazione civile, ivi compresa l'attività esercitativa, in caso di eventi bellici;
