почвa is soil in the agriculture sense. грунт is soil in the civil engineering concept of the word "soil," which is wider than the agricultural one, and includes all loose or moderately cohesie deposits such as gravels, sands, silts, or clays or any of their mixtures. In agriculture the term "soil" is applied only to the thin upper art of the mantle-rock penetrated by the roots of plants, which supplies them with water and other substances needed for their existence.

I would think it is this.
грунт for painting would be the primer, i.e. that which goes under the paint. I imagine it must be a similar idea with soil, but I'm not sure.
