Oh dear, this always causes trouble and argument!

This is rendered in English by "reduced by 60%", so that the new value 40% is 100/2.5!

1.4 times -> reduced by 29% (100 - 100/1.4)
1.5 times -> reduced by 33%
1.6 times -> reduced by 37.5%

To expand my answer, \"pollution was reduced by 100%\" would mean that pollution was reduced to zero. Hence saying \"reduced by 2.5 (250%)\" makes no sense, because you can\'t reduce it to less than zero.

Jack\'s suggestion in his amended note is the best. \"reduced by a factor of x\" will render the Russian very well.

I almost always do, but in this case, I went for dramatic effect!
agree Jack Doughty : Yes, it's a nuisance. I always convert it in this way too. Would "by a factor of 2.5" be possible? My maths is not good enough for me to be sure.

Thanks - it has to be admitted there are occasions when English says "reduced 10 times" (to mean reduced by 90%), but never I think a fractional number like 2.5.

agree David Mitchell : The "by a factor of" is prettty much standard in engineering and math, eliminating much headscratching and possible misinterpretation....
