1) if further in the text you find ��� then you could use SUE, as long as you put in brackets the first time, after you've given it in full. From then on you can use SUE.
2) It seems to me that in this case it IS "editorial office", that was flooded..

btw, although the link provides the acronym SUE, I don't think you should use it in your translation as it's not a commonly used in English. So, I'm afraid you'll have to write it in full....

it's important for you to understand that here "redaktsiya gazety" doesn't refer to "editorial office" (a place) but to "editorial staff" (the team, staff)

defo is definitely. yes, it's like saying "Kurganskiye Izvestiya" S.A. (Societe Anonym). Only in this case it's not S.A. but State Unitary Interprise. so the final version would be: ordered a transfer of funds to help the State unitary enterprise ....

If you check that link, you\'ll realise that it\'s a Russian term that has been translated into English ..... I can\'t say for sure whether this kind of enterprise exist in Western Europe and the US
