In management of a state (like in any ohter type of management) there is often a huge gap between decision taken and decision implemented...There are 2 ways of narrowing the gap: democratic (long way, slow developmnt) and authocratic (instant implementation, rapid growth). Combination of the two looks ..hm.. wierrrd. Your suggestions of the phrase? Thank you.

As a matter of fact Michael the opus below 'Russian term or phrase' was my explanatory note - poss schizophrinically laid down - to the question and by no means a text to be translated. Piotr just prompted to supply a nice tag with this quoloquial expression which I evantually made use of. So, ... the outcome was natural and fair enough? (Какие тексты, такие переводчики.. Яке їхало, таке здибало :))

Croesus,u r my friend but truth is dearer 2 me 1. schizophrenia (c.f. schizors) is a split, some entity (one-ness) pulled in two differen parts. 2. The combination of the two is com-bining, putting together. So, in effect you've accepted an answer saying that combining two things into one is a split in two(THAT's schizoprenic alright!). At this point, just say that the two don't combine together very well. 3.The phrase posted has nothing of it: it just presents a truism that management is inherently somewhat contradictory. Okay. Then thre's a long diatribe IN ENGLISH, containing no trace of the phrase posted as a question – textually; and just barely hinting on it contextually. 4. So that it's clear: A PERSON/PHENOMENON can be schizophrenic (lit. split-headed) containing a combination of contradictory identities. But a COMBINATION as a subject/personal predicate cannot be schizophrenic simply by definition.In other words, a schizophrenic can be a combination but combination cannot be schizophrenic. Cherrs yall.

Разъяснение вопроса Петр, в статье подымается вопрос о том, можно ли найти к-л компромисс или даже объеденить два типа госуправления: авторитарный (как напр. в Китае, и отчасти в Малайзии) и демократический (как напр. в Вашей стране). Демократическое принятие управленческих решений долгое, нудное ...тормозящее эконом. развитие. Автократическое - быстрое, но со временем качество решений падает в силу того, что оно НЕИЗБЕЖНО вызовет ч-л протест (ведь с народом не советовались). Статья - попытка найти решение дилеммы, как все-таки обезъянке быть и умной и красивой, т.е. добиться качества принимаемого решения и быстроты/эффективности его воплощения в жизнь. There's something schizophrenic about governing...

The low confidence is because I'm not sure I see where the sentence is going.

Please pay attention to what Piotr said about the articles. But I think "narrowing the gap" sounds better than "narrowing down the gap."

management is inherently somewhat duplicitous/schizophrenic

schizophrenic is too strong in my op.
However, you give the whole context already translated in English, so I have little to go by, and answer the question exactly as it's posted, and as concisely as poss.

By the way, as an aside, sociologically speaking those statements are an absolute facile rubbish produced by a fraud. Non of our biz as translators, of course.
