Discussion

Tatsiana Ihnatsyeva Dec 18, 2012:
to Vladys: Kozlovsky may not be the name of a settlement in this case, but the derivative of a name. In Belarus and Russia, а Kozlovsky Selsovet administratively covers (or covered) an area with a number of villages, one of which has the root -Kozlov- in its name, e.g. Kozlovka http://ru.wikipedia.org/wiki/Козловский_сельсовет_(Гомельска... http://ru.wikipedia.org/wiki/Козловский_сельсовет_(Гомельска... 2 Asker: what I mean is that "c/сов" is desiphered as "сельсовет" and translated into English as "selsoviet" while "K/kоzlovsky" is the proper name of the selsoviet in the address you quoted.
Peer comment(s):

disagree The Misha : And what language would this be in? Because it's neither Russian, nor English. You either transliterate it as selsovet (which isn't great but acceptable) or translate it as rural council. Anything in between becomes hopeless mush.

The Misha, you are right, thank you for pointing out my shortcoming.
agree Vladyslav Golovaty : "The Misha" is right: Sovet=совэт (Soviet of Kozlovsky settlement)
