2 Asker: what I mean is that "c/сов" is desiphered as "сельсовет" and translated into English as "selsoviet" while "K/kоzlovsky" is the proper name of the selsoviet in the address you quoted.

: And what language would this be in? Because it's neither Russian, nor English. You either transliterate it as selsovet (which isn't great but acceptable) or translate it as rural council. Anything in between becomes hopeless mush.
