Such councils are called differently across countries. For example, such council is called \"Judges\' Conference\" in Mongolia, but the role of the Conference of Judges in the USA and Europe is different from the role of the body you are asking for.
So it may be called differently in the country of your concern.

There are federal judicial districts, each of them overseen by a Supreme Court Justice; I think circuit courts are just state and local
