похоже на обратный перевод с английского, видел слово escalation в текстах по IT, где оно значило, что если какой-то запрос или обращение не получает отклика от такого-то представителя, то оно передается представителю уровнем выше. Но там было просто escalation, без дополнительных слов. Возможно , в этом смысле подошло бы request.
