DOCILITADA (si la cédula de habitabilidad está docilitada...)
I'm translating this sentence and I don't get the meaning of the word "docilitada":
"Te agradecería que me informases sobre la situación de la cédula de habitabilidad. Si está docilitada, agradecería que me envíes una copia del escrito presentado al ayuntamiento para su solicitud".
I found it can mean several things, but I don't think they're applicable within my context.
RAE reads as follows:
docilitar.
1. tr. Hacer a alguien dócil.
2. tr. Hacer tratable o flexible algo.
That's NOT the meaning, I'm quite sure. I think it's got something to do with "information provided", but I'm not sure.
Any ideas?

In other words is he/she part of a body of teachers/lecturers. docenza=>teaching

Recognised as a teacher
As a teacher(does he/she have his/her credentials recognised? In other words does he/she have the right documentation to...etc.
