Although voluntaria does not appear in the context.

If it were a POA the word "poder" would surely appear
representación here would simply mean representation. I don't think all representation docs. for tax purposes in Spain are powers of attorney. I know some can be but there are also less formal types. Representation would cover powers of attorney and 'authorisation' would cover 'apoderamiento'. A more general term is usually preferable when there is doubt as to the more specific term.
