U. n. 51 del 2/03/2006) Approvazione della regola tecnica di prevenzione incendi per la progettazione, la costruzione e l’esercizio di edifici e/o locali destinati ad uffici IL MINISTRO DELL’INTERNO VISTA la legge 13 maggio 1961, n. 469, concernente l’ordinamento dei servizi antincendi e del Corpo nazionale dei Vigili del fuoco; VISTA la legge 26 luglio 1965, n. 966, concernente la disciplina delle tariffe, delle modalità di pagamento e dei compensi al Corpo nazionale dei Vigili del fuoco per i servizi a pagamento; VISTO il decreto del Presidente della Repubblica 27 aprile 1955, n. 547, concernente norme per la prevenzione degli infortuni sul lavoro; VISTO il decreto legislativo 19 settembre 1994, n. 626, concernente attuazione di direttive europee riguardanti il miglioramento della sicurezza e della salute dei lavoratori durante il lavoro; VISTO il decreto del Presidente della Repubblica 29 luglio 1982, n. 577, recante “Approvazione del regolamento concernente l’espletamento dei servizi di prevenzione e di vigilanza antincendi” e successive modificazioni; VISTO il decreto del Presidente della Repubblica 12 gennaio 1998, n. 37, concernente il regolamento recante disciplina dei procedimenti relativi alla prevenzione incendi; RILEVATA la necessità di emanare specifiche disposizioni di prevenzione incendi per gli edifici e/o locali destinati ad uffici; VISTO il progetto di regola tecnica approvato dal Comitato centrale tecnico scientifico per la prevenzione incendi di cui all’art. 10 del decreto del Presidente della Repubblica 29 luglio 1982, n. 577, come modificato dall’art. 3 del decreto del Presidente della Repubblica 10 giugno 2004, n. 200; ESPLETATA la procedura di informazione ai sensi della direttiva n. 98/34/CE, come modificata dalla direttiva n. 98/48/CE; DECRETA: Art. 1. Oggetto e campo di applicazione 1. Il presente decreto ha per oggetto le disposizioni di prevenzione incendi riguardanti la progettazione, la costruzione e l’esercizio di edifici e/o locali destinati ad uffici con oltre 25 persone presenti, ad esclusione degli uffici di controllo e gestione diretta annessi o inseriti in reparti di lavorazione e/o deposito di attività industriali e/o artigianali. 2. Le norme contenute nei Titoli II e III dell’allegato al presente decreto si applicano agli edifici e/o locali destinati ad uffici di cui al comma 1 di nuova costruzione, agli edifici e/o locali esistenti in cui si insediano uffici di nuova realizzazione, agli edifici e/o locali esistenti già adibiti ad ufficio alla data di entrata in vigore del presente decreto in caso siano oggetto di interventi che comportino modifiche sostanziali, i cui progetti siano presentati ai competenti Comandi provinciali dei Vigili del fuoco per le approvazioni previste dalle vigenti disposizioni, dopo l’entrata in vigore del presente decreto.	Translation - English MINISTRY OF THE INTERIOR MINISTERIAL DECREE OF 22 FEBRUARY 2006 (Official Gazette of the Italian Republic no. 51 of 2/03/2006) Approval of the fire prevention technical rules for the design, construction and use of buildings and/or areas destined for use as offices THE MINISTRY OF THE INTERIOR HAVING REGARD TO Italian Law no. 469 of 13 May 1961 on the regulations governing fire prevention services and the Italian Fire Brigade; HAVING REGARD TO Italian Law no. 966 of 26 May 1965 on the regulations governing the tariffs and the procedures related to the remuneration of the Fire Brigade for paid services; HAVING REGARD TO Italian Presidential Decree no. 547 of 27 January 1955 on the rules and regulations for the prevention of accidents at work; HAVING REGARD TO Italian Legislative Decree no. 626 of 19 September 1994 transposing into law the European Directives related to improving workers’ health and safety while at work; HAVING REGARD TO Italian Presidential Decree no. 577 of 29 July 1982 containing the “Approval of the regulations governing the execution of the fire prevention and monitoring services”, as amended; HAVING REGARD TO Italian Presidential Decree no. 37 of 12 January 1998 on the regulations laying down the procedural rules relative to fire prevention; HAVING RECOGNISED the need to issue specific fire prevention provisions for buildings and/or areas destined for use as offices; HAVING REGARD TO the draft technical rules approved by the Central Technical and Scientific Committee for Fire Prevention pursuant to Art. 10 of Italian Presidential decree no. 577 of 29 July 1982, as amended by Art. 3 of Presidential Decree no. 200 of 10 June 2004; HAVING FULFILLED the information procedure pursuant to Directive no. 98/34/EC, as amended by Directive no. 98/48/EC; DECREES: Art. 1 Subject and field of application 1. The present Decree concerns the fire prevention provisions related to the design, construction and use of buildings and/or premises with more than 25 occupants, with the exception of offices for direct management and control that are annexed to or located within the processing departments and/or storage areas for industrial and/or craft industries. 2. The rules contained in Chapters II and III of the Appendix to this Decree apply to the newly constructed buildings and/or premises used as offices referred to in paragraph 1, and to existing buildings and/or premises already being used as offices on the date this Decree comes into effect if they are subject to any intervention that entails significant modifications, the projects of which are submitted to the provincial fire service authorities to be approved as provided for by the provisions in force following the date on which this Decree enters into effect.

Source text - Italian Sesso e politica nel post-patriarcato Pubblichiamo il testo di convocazione di un incontro nazionale che si terrà il 10 ottobre (2009) alla Casa Internazionale delle donne di Roma (Via San Francesco di Sales 1, h. 10). L’incontro è pubblico e la partecipazione è aperta a donne e uomini interessate/i. Lo scambio tra sesso, potere e denaro, nel caso-Berlusconi, parla del degrado della cosa pubblica. Dell’uso privato delle istituzioni e del potere. Dell’asservimento dell’informazione - non tutta, ma la maggior parte -, con conseguente aggressione ai pochi spazi di libertà e di critica. Ma resta oscurato, nella rappresentazione che ne è stata data, quello che è il cuore della vicenda: la sessualità maschile e il rapporto con le donne di un uomo di potere. Ci troviamo di fronte a una sessualità e a un potere maschili che si esercitano su donne ridotte a corpi rifatti, per essere oggetti compiacenti di consumo. Nell’harem, a pagamento o meno, di Berlusconi la virilità è messa in scena come protesi del mito del capo. E le donne sono disponibili, perché subalterne a quella messa in scena. O al più interessate a uno scambio. Siamo all’eterno ritorno dei ruoli tradizionali? L’uomo al centro, da vero protagonista, le donne intorno, interscambiabili, accomunate e confuse in una stessa immagine? Noi pensiamo di no. La vicenda sessuale e politica del premier e della sua corte ci parla, al contrario, del dopo-patriarcato: intendendo con questo termine non la risoluzione, ma una nuova configurazione del conflitto fra i sessi. La sessualità maschile è, in tutta evidenza, in crisi. Non (solo) di prestazione, con relativo corredo di protesi tecnologiche e farmacologiche: bensì di desiderio, e di capacità di relazione. Gli uomini hanno ancora potere e lo usano nei rapporti con le donne. Ma è un potere senza autorità: nudo, come è nuda la miseria di una virilità tradizionale che si tenta di ripristinare contro la destabilizzazione dei ruoli sessuali provocata da quarant’anni di femminismo. Quanto a noi donne. Siamo davvero tutte accomunate in quell’immagine del corpo femminile plastificato, privo di cervello e oggetto del godimento maschile? O c’è uno scarto tra la fiction del femminile allestita dal regime televisivo e politico berlusconiano e la realtà delle vite e dei desideri delle donne? Certamente, quella fiction produce effetti di realtà e ha un forte potere di colonizzazione dell’immaginario e delle aspirazioni femminili. Tuttavia noi crediamo che fra quella fiction e la realtà uno scarto resti, e che proprio questo scarto abbia reso possibili le parole e i gesti di libertà di alcune donne coinvolte nella vicenda, prima tra tutte Veronica Lario, e di quante fra noi hanno dato a quelle parole e a quei gesti rilevanza politica. Si può dunque, e come, lavorare sullo scarto tra fiction e realtà? Spetta a noi leggere la condizione femminile inforcando le lenti giuste per riconoscere tracce di libertà e forme di resistenza e dissociazione che si sviluppano anche laddove la politica e l’informazione non le vedono. In donne differenti tra loro, e anche in quelle in tutto dissimili dalle femministe di ieri e di oggi. Vistoso è, nello scambio fra sesso, potere e denaro, il degrado della politica. Lo si denuncia sempre oscurandone, però, il segno sessuato. Certo, non è di oggi la perfetta continuità fra le aziende-spettacolo del presidente e il suo uso privato della cosa pubblica e delle istituzioni. Ma la novità è che il premier-imprenditore dispensa, in cambio di sesso, un provino da velina o un posto da parlamentare come fossero equivalenti. E ancora: Berlusconi si appella al «gradimento degli italiani», pubblico (l’audience) e privato (la complicità sulla sua presunta prestanza sessuale) per sottrarsi a qualsiasi regola di democrazia e di trasparenza. Di più: il «gradimento» legittima la menzogna, o meglio crea la verità di regime «della maggioranza». Ma la politica così degradata perde ogni residua autorevolezza. Lo conferma il modo in cui tutta questa vicenda (non) è stata affrontata nelle istituzioni politiche. Per mesi, uomini e donne della maggioranza, ma anche dell’opposizione, si sono attestati sulla linea Maginot della distinzione fra il pubblico e il sacro «privato dell’alcova». Il disprezzo verso le donne è stato coperto con le accuse al «moralismo dei parrucconi». E la manipolazione della verità ad opera dei media controllati dal premier con il rifiuto del gossip. Anche negli appelli alla mobilitazione in nome della democrazia e dei diritti, però, la questione sesso e potere resta opaca. Perché oggi, come e diversamente dagli anni ’70, quell’intreccio chiama in causa una trasformazione radicale della politica, e un’autocritica ruvida delle connivenze culturali dell’opposizione con il berlusconismo. Ed è troppo scomodo per i partiti di opposizione, presenti in parlamento e non, perché mette in questione il patto a cui tutti si attengono nella selezione e cooptazione del ceto politico, femminile e maschile. Mai come oggi i rapporti tra i sessi sono il cuore della politica. Dopo la rivoluzione femminile, nel disordine del presente, si può e come riprendere parola su sessualità e politica? A partire da quali esperienze di relazione (o non) con gli uomini? Da quale desiderio? C’è da confrontarsi sui mutamenti del presente. Sono molte le donne che oggi si sentono schiacciate dalla suddetta fiction del femminile, e invocano una nuova stagione di lotte femministe. Ma c’è da chiedersi quanto siamo state disposte a rischiare, ciascuna nel suo contesto, perché «il modello dominante» fosse meno visibile o meno coccolato, e di converso il pensiero femminista fosse registrato, la parola femminile diventasse più autorevole, la bellezza femminile non venisse colonizzata. La questione dirimente è quella delle pratiche femminili quotidiane di resistenza, conflitto, secessione, autonomia, libertà. Sono queste le pratiche che hanno reso forte il femminismo in Italia e altrove, e molecolare la trasformazione dei rapporti fra i sessi che la fiction berlusconiana combatte e occulta, ma non vanifica. Come valorizzare queste pratiche, sottraendole all’occultamento? Come rilanciare il senso politico della libertà femminile, strappandola al suo stravolgimento in libertà di competere sul mercato del corpo? Come dare alla parola femminile una forza più duratura dell’indignazione? Di tutto questo invitiamo a discutere donne e uomini il 10 ottobre, h.10, alla Casa internazionale delle donne di Roma.	Translation - English Sex and politics in a post-patriarchal society We hereby announce this open invitation to attend a national conference that will take place at 10.00 o’clock on 10 October (2009) at the International House of Women in Rome (Via San Francesco di Sales, 1). The conference is open to the public and participation is open to any woman or man who may be interested. The degradation of politics in Italy is echoed in the exchange of sex, power and money in the case of the Italian Prime Minister, Silvio Berlusconi, from the private use of institutions and power to the subjugation of almost all of the information channels, with the consequent assault on those remaining that still allow free and critical debate. But as yet nobody has focused on the issue at the heart of the matter: male sexuality and the relationship between women and men in positions of power. We are faced with the dominance of male power and sexuality over women who are reduced to cosmetically enhancing their bodies in order to be pleasing and compliant objects of consumption. In Berlusconi’s harem, regardless of whether or not money is exchanged, virility is a theatrical display and an extension of the propaganda machine that surrounds him. The women involved willingly take part in the show because they are subservient to the machine or at the very least because they hope to obtain something in exchange. Have we gone full circle to return to the old traditional roles of days gone by? Where the man plays the leading role at the centre of it all, surrounded by women who are interchangeable, all conforming to the same image? We think not. On the contrary, the sexual and political (mis)fortunes of the Prime Minister and his court indicate that we are moving beyond the patriarchal society. By this we mean moving towards a society that seeks to resolve, not reconfigure, the conflict between the sexes. Male sexuality is evidently in crisis. Not (only) in terms of performance what with all the related technological and pharmaceutical aids now available, but also in terms of desire and the ability to have a relationship. Men still have power and they use it in their relationships with women. But it is a power without authority, transparent, just like the naked squalor of the attempt to revive the traditional virility felt to have been undermined by forty years of feminism. As for us women, are we really all grouped together in that Barbie-doll image of the female form, brainless objects of male fantasies? Or is there a space somewhere between the fictitious femininity fabricated by Berlusconi’s television and political regime and the actual reality of the lives and desires of women? Undoubtedly such fiction has an effect on reality, which takes root in the imaginations and aspirations of women. Nonetheless we believe that somewhere between that fiction and reality there is another space, and that it is in this space that women can find their voice and take action as in the case for example of Berlusconi’s ex-wife Veronica Lario and the many others among us who see the political significance of such actions. The question therefore is whether and how it is possible to operate in this space between fiction and reality. It is up to us to calibrate the optic through which we view the feminine position thus enabling us to discern the signs of freedom, resistance and dissociation that flourish away from the political and media spotlights. Signs that can be seen in all sorts of women, even those who are in every way dissimilar to the feminists of today and the past. As highlighted above, the most noticeable aspect of this exchange of sex, power and money is the political degradation that it entails. However it is always reported with the sexual aspect played down. The perfect cohesion that exists between Berlusconi’s business- media empire and his own personal use of the public sector institutions is certainly nothing new. What is surprising however is that this prime minister-businessman, in return for sex, dispenses screen tests and parliamentary seats as if they were one and the same thing. And yet still Berlusconi appeals to his infamous “charisma”, both publicly (his viewers) and privately (his performance), in order to circumvent the rules of democracy or transparency. Furthermore this “charisma” is used to justify dishonesty or, in other words, to legitimize the verisimilitude of a regime based on “the majority”. Nevertheless this level of degradation in the world of politics eliminates any remaining trace of authority it once had. This is confirmed by the way in which the political institutions have (not) dealt with the matter. For months men and women of both the ruling and opposition parties have found themselves entrenched in two camps divided between the view that supports full public disclosure on the one hand and the belief in the sacred “privacy of the boudoir” on the other. The Berlusconian contempt for women has been deflected with accusations of “antiquated morality” and the manipulation of the truth by the media controlled by Berlusconi has been rejected as mere gossip. That being said the question of sex and power remains opaque even in the mobilization of support for democracy and human rights. Just as in the movement of 1970s, although in a different way, the inextricable link between sex and power calls for a radical political transformation and a candid reflection on the opposition’s cultural complicity with the Berlusconi regime. Something which is highly uncomfortable for the opposition parties, whether in parliament or not, because it calls into question the pact with which they all comply in the appointment of both the male and female political class. The relationship between the sexes therefore has never been more at the heart of politics. After the feminist revolution and in the current chaos, the question is whether and how to pick up the discourse on sex and politics. It is difficult to know where to even begin a discussion of our desires and of our (non) relationships with men until we have dealt with the shifting sands of the present. There are many women who feel oppressed by the fictitious image of women portrayed today and are calling for a new phase in the feminist struggle. But we have to ask ourselves how much each of us would be willing to risk in order to reduce the visibility and encouragement of the “dominant model”, in order to make way for the chronicling of a more feminine perspective, a more authoritative female voice and a concept of female beauty free from the shackles of imposed stereotypes. Key to this issue are the everyday activities in which women manifest their resistance and their struggle for secession, autonomy and freedom. These are the actions that have made feminism strong in Italy and beyond, and are increasingly transforming the relationships between the sexes, something that the Berlusconi fiction machine tries to conceal but cannot eliminate. How can we value and highlight these actions? How can we revive the freedom of female political consciousness liberating it from the twisted so-called freedom to compete on the body market? How can we ensure a powerful and persistent verbalisation of female indignation? These are some of the questions we are inviting women and men to discuss at the above mentioned conference in Rome.

Es la culminación del trabajo de un grupo de fotógrafos, diseñadores y periodistas, que comenzó en 2005 a partir del interés de sus socios por crear una plataforma desde donde realizar proyectos fotográficos y audiovisuales independientes, con fuerte contenido social y compromiso cultural, y orientados a la búsqueda de formas de producción y realización innovadoras. II. MISIÓN Conceptualizar y realizar proyectos que contribuyan a generar la participación, el debate y la sensibilización, desde una perspectiva cultural, en torno a las diferentes problemáticas contemporáneas en el mundo – en general, cuestiones relacionadas con los derechos humanos. III. VISIÓN Y VALORES Las fotografías atraviesan permanentemente nuestra vida cotidiana. Son parte de nuestra cultura, y con ellas representamos nuestro mundo privado y también lo público. Las imágenes no son sólo un reflejo de nuestro mundo, sino que configuran nuestro mundo simbólico.
