In der Klinik für Forensische Psychiatrie Rostock wird dezentraler Massregelvollzug für das Land Mecklenburg-Vorpommern durchgeführt, das heisst, es werden die nach § 126a StPO eingewiesenen Patienten sowie die nach § 64 StGB verurteilten psychisch kranken und abhangigen Rechtsbrecher behandelt. Die Patienten sind wegen Taten gegen Leib und Leben, wegen Sexual- und Eigentumsdelikten sowie wegen Brandstiftung untergebracht. Die Klinik unterscheidet sich von einem allgemeinpsychiatrischen Krankenhaus dadurch, dass die Klientel psychisch krank und kriminell ist und zudem eine hohe Komorbiditatsrate zu anderen psychischen Störungen aufweist. Dazu zahlen insbesondere die Persönlichkeitsstörungen mit emotional-instabilen und dissozialen Persönlichkeitsanteilen. Diese Faktoren pragen die Arbeit im Massregelvollzug ganz entscheidend und stellen in jeder Hinsicht besondere Anforderungen an Kenntnisse, Kompetenzen und Persönlichkeit der Mitarbaiter. Die Langzeitunterbringung orientiert sich entsprechend am Auftrag der Massnahmen zur Sicherheit und Behandlung.

Die Klinik verfügt über 80 Betten, die sich auf eine Aufnahmestation, drei Therapiestationen, eine Jugendstation und eine Rehabilitationsstation verteilen. Die auf den Stationen angebotenen Therapien umfassen allgemein tiefenpsychologisch und verhaltenstherapeutisch orienterte Einzel- und Gruppengesprache, Gruppentherapien wie das Training Sozialer Kompetenzen, Alkohol- und Drogengruppe sowie Soziomilleu- und Sozialtherapie, spezifische Therapiegruppen wie R&R-Training (Reasoning and Rehabilitation), DBT-F (Dialektisch-behaviorales Therapieprogramm für Forensik), Sexualstraftatergruppe und Anti-Aggressionstraining sowie Komplementartherapien in den Bereichen Arbeit, Ergotherapie und Sport sowie Entspannungsverfahren.

Frau X konnte wahrend ihres Praktikums einen Überblick über die klinische Routine einer psychiatrischen-psyhcotherapeutischen Station gewinnen. Neben der Teilnahme an Visiten, Dienstübergaben, Fallbesprechungen, Diagnostik-, Behandlungs- und Lockerungskonferenzen sowie internen Weiterbildungen, nahm sie an verschiedenen Angeboten der gruppenbezogenen Komplextherapie teil. Sie hospitierte in den verhaltenstherapeutisch geleiteten Gruppengesprachen, Reflexionsgruppen, in der Alkohol- und Drogengruppe sowie im Training sozialer Kompetenzen und konnte die Technik der Verhaltensbeobachtung weiter schulen. Des Weiteren hat sich Frau X durch die Hospitation in den Skillgruppen mit dem Konzept der DBT-F zur Behandlung von dissozialen Persönlichkeitsstörungen vertraut machen können.

Zu den Aufgaben von Frau X gehörte ebenso die selbstandige Durchführung und Auswertung testdiagnostischer Untersuchungen im Bereich der klinischen, neuropsychologischen und Leistungsdiagnostik (TMT-B, STROOP-Test, MFFT, HAWIE-R Untertest Bilder Ordnen, ZVT, TL-D, FAIR, MWT-B, SDMT, RWT, Gesichterlabyrinth, BCST, TAP, SCL-90-R). Des Weiteren konnte sie sicht mit spezifischen Prognoseinstrumenten vertraut machen (PLC-R, HCR-20, ILRV). Die Testergebnisse wurden von ihr eigenverantwortlich unter Anwendung des Statistikprogramms SPSS in einer Datenbank verwaltet.

Frau X bewies ein sehr gutes Verstandnis und jederzeit ein hohes Mass an Interesse, Einfühlungsvermögen und Durchsetzungsfahigkeit im therapeutischen Umgang mit den Patienten. Durch ihren hohen Arbeitseinsatz und ihre ausgepragte Umsichtigkeit war Frau X eine sehr grosse Unterstützung für das therapeutische Team. Stets zeigte sie grosse Engagement und zeichnete sich durch hohes Mass an Eigeninitiative aus. Frau X plante und organisierte ihre Arbeit sehr zielstrebig und systematisch. Alle erforderlichen Massnahmen leitete sie stets selbstandig in die Wege und sie zeichnete sich durch eine sehr zügige und sorgfaltige Arbeitsweise aus. Wir haben Frau X als eine ausserordentlich pflichtbewusste und zuverlassie Mitarbeiterin schatzen gelernt, die jederzeit vertrauenswürdig und verantwortungsvoll war. Sie erledigte alle ihr übertragenen Aufgaben stetes zu unserer vollsten Zufriedenheit.

In the clinic for forensic psychiatry in Rostock, decentralized massive clinical practice is carried out for the state of Mecklenburg-Western Pomerania, which means, patients according to § 126a StPO and mentally ill and dependent offenders sentenced according to § 64 StGB are treated. Patients are being held for offenses against life and limb, sexual abuse, destroying property, and arson. The clinic differs from a general psychiatric hospital in that it admits mentally ill and criminal people and also has a high rate of comorbidity of other mental disorders. Personality disorders with emotional lability and dissocial personality particularly constitute a greater share. These factors decisively shape the work in the mass-practice system, and in every respect create special demands on the knowledge, skills and personality of the employees. Long-term accommodation is based on the order of safety and treatment measures.
The clinic has 80 beds, which are distributed over an admission ward, three therapy wards, a ward for pediatric patients and a rehabilitation ward. The therapies offered at the wards include individual and group discussions focused on general psychodynamic and behavioral therapy, group therapies such as social skills training, alcohol and drug dependency groups, socio-mental and social therapy groups, specific therapy groups such as R & R training (Reasoning and Rehabilitation), DBT-F (Dialectical-behavioral therapy program for forensic purposes), sexual offenders group and anti-aggression training as well as complementary therapies in the areas of work, occupational therapy and sports as well as relaxation procedures.
During her internship, Mrs. X was able to gain an overview of the clinical routine of a psychiatric-psychotherapeutic ward. In addition to attending visits, assignments, case discussions, diagnostic, treatment and relaxation conferences, as well as internal training, she took part in various group-specific complex therapy programs. She lectured in behavioral group discussions, reflection groups, in the alcohol and drug dependency groups as well as in the training of social competencies and was able to further train the technique of behavioral observation. In addition, Mrs. X was able to familiarize herself with the concept of DBT-F for the treatment of dissocial personality disorders by attending the skill groups.
One of Mrs. X's tasks was the independent execution and evaluation of diagnostic tests in the field of clinical, neuropsychological and performance-related diagnostics (TMT-B, STROOP test, MFFT, HAWIE-R picture ordering subtest, ZVT, TL-D, FAIR, MWT -B, SDMT, RWT, face maze, BCST, TAP, SCL-90-R). Furthermore, she was able to familiarize herself with specific instruments of prognosis determination (PLC-R, HCR-20, ILRV). The test results were independently managed by her in a database using the statistics program SPSS.
Mrs. X demonstrated a very good understanding and always a high level of interest, empathy and assertiveness in the therapeutic management of patients. Due to her high level of commitment and her pronounced prudence, Mrs. X was a great support to the therapeutic team. She always showed great commitment and was characterized by a high degree of initiative. Mrs. X planned and organized her work very purposefully and systematically. She always took all the necessary measures independently and was characterized by a very quick and careful way of working. Article 14 Land owned by peasant collectives shall be operated under a contract by members of the economic organizations of the peasant collectives for crop cultivation, forestry, animal husbandry or fishery. The duration of such contract is 30 years. The party that gives out a contract and the party that undertakes it shall sign a contract in which to stipulate the rights and obligations of both parties. A peasant who undertakes to operate a piece of land under a contract shall have the obligation to protect the land and rationally use it in conformity with the purposes of use provided for in the contract. The right of a peasant to operate land under a contract shall be protected by law.
Within the duration of the contract for operation of land, any appropriate readjustment of the land between individual contractors shall be made with the agreement of at least two-thirds of the members of the villagers assembly or of the representatives of villagers and the matter shall be submitted to the township (town) people's government and the agriculture administration department of the people's government at the county level for approval.
Article 15 State-owned land may be operated under a contract by units or individuals for crop cultivation, forestry, animal husbandry or fishery. Land owned by peasant collectives may be operated under a contract for crop cultivation, forestry, animal husbandry or fishery by units or individuals that do not belong to the economic organizations of the said collectives. The party that gives out the contract and the party that undertakes it shall sign a contract in which to stipulate the rights and obligations of both parties. The duration of such contract shall be provided for by the contract. The units or individuals that contract to operate the land shall have the obligation to protect such land and make rational use of it in conformity with the purposes of use provided for in the contract.
Land owned by peasant collectives shall be operated under a contract by units or individuals that do not belong to the economic organizations of the said collectives, with the agreement of at least two-thirds of the members of the villagers assembly or of the representatives of villagers, and the matter shall be submitted to the township (town) people's government for approval.
Article 16 Disputes over ownership of land or the right to the use of land shall be solved through consultation between the parties. If such consultation fails, the disputes shall be handled by the people's government.
Disputes between units shall be handled by people's governments at or above the county level. Disputes between individuals or between individuals and units shall be handled by people's governments at the township level or at or above the county level.
If a party refuses to accept the decision made by the relevant people's government, it may file a suit in a People's Court within 30 days from the date of receiving notification of the decision.
Before a dispute over ownership of land or the right to the use of land is solved, no party may alter the condition in which the land is being used.
Article 33 People's governments of provinces, autonomous regions and municipalities directly under the Central Government shall strictly implement the overall plans and annual plans for land utilization and take measures to ensure that the total area of cultivated land within their administrative regions remains unreduced. Where the total area of cultivated land is reduced, the State Council shall order the government concerned to reclaim land, within a time limit, of the same quality and area as is reduced, and the land administration department together with the agriculture administration department under the State Council shall inspect the land reclaimed before acceptance. Where individual governments of provinces or municipalities directly under the Central Government, for lack of land reserves, cannot reclaim enough land to make up for the cultivated land they used for additional construction projects, they shall apply to the State Council for approval of their reclaiming less or no land within their own administrative regions and of their reclaiming land in other regions.
Article 34 The State applies a system of protection for capital farm- land. Cultivated land of the following categories shall be included in the protected capital farmland in accordance with the overall plan for land utilization and be placed under strict control:
(1) cultivated land within bases of grain, cotton and oil crops production, which are designated as such with the approval of the departments concerned under the State Council or of the people's governments at or above the county level;
(2) cultivated land with good irrigation and water and soil conservation facilities as well as medium- and low-yield fields that are under improvement according to plan or that can be improved;
(3) vegetable production bases;
(4) pilot fields for scientific research or teaching of agriculture; and
(5) other cultivated land that should be included in the protected capital farmland according to regulations of the State Council.
The capital farmland designated as such by provinces, autonomous regions and municipalities directly under the Central Government shall account for at least 80 percent of the total cultivated land in their administrative regions respectively.
The area of protected capital farmland shall be demarcated with the township (town) as a unit and such demarcation shall be arranged by the land administration department together with the agriculture administration department of a people's government at the county level.

Kuruluşlar arası anlaşmazlıklar ilçe seviyesinde veya daha üst seviyede halk hükümetlerince çözülecektir. Kişiler arası veya kişilerle kuruluşlar arası anlaşmazlıklar mahalli düzeyde veya ilçe seviyesinde veya daha üst seviyelerde halk hükümetlerince çözülecektir.
İlgili halk hükümetinin kararını taraflardan birisi kabul etmezse karar kendisine ulaştırıldıktan sonraki 30 gün içinde Halk Mahkemesi'ne itiraz hakkına sahiptir.
Arazinin sahipliği veya kullanımıyla ilgili bir anlaşmazlık çözüldükten sonra toprak kullanımıyla ilgili durumu tarafların değiştirmesi mümkün değildir.
Madde 33 Merkezi Hükümet'e bağlı eyaletlerin, özerk bölgelerin ve belediyelerin halk hükümetleri toprağın kullanımına dair yıllık ve kapsamlı tasarıları sıkı sıkıya yürürlüğe sokacaklar ve kendi temsil ettikleri bölgelerdeki toplam işlenmiş toprak alanının azalmadığına emin olunması için önlemleri alacaklardır. Toplam işlenmiş toprak arazisi azalırsa, Devleti Divanı ilgili hükümetten kaybedilenle aynı büyüklük ve kalitede toprağın belli bir zaman aralığı içinde geri kazanılmasını emredecektir. Devlet Divanı'nın bünyesindeki toprak yönetimi birimi de tarım yönetimi birimiyle birlikte kabul öncesi geri kazanılan toprağı değerlendirecektir. Merkezi Hükümet'e bağlı eyaletlerin veya belediyelerin yerel hükümetleri kaynak yetersizliği nedeniyle ek inşaat projeleri için kullandıkları işlenmiş toprağı geri kazanamazlarsa, kendi temsil bölgelerinde yetersiz toprak geri kazanımında bulundukları veya hiç geri kazanamadıkları için başka bölgelerden toprak geri kazanımı onayı almak üzere Devlet Divanı'na başvuracaklardır.
Madde 34 Devlet ana tarım arazilerinin korunması için bir sistem yürütür. Aşağıdaki sınıflara uyan işlenmiş topraklar, toprak yönetiminin kapsamlı tasarısı çerçevesinde korunmuş ana tarım arazileri kapsamına alınacak ve sıkı denetim altında tutulacaklardır:
(1) Devlet Divanı'nın veya ilçe seviyesinde veya daha üst seviyede halk hükümetlerinin ilgili birimlerinin onayıyla belirlenen buğday, pamuk ve yağ bitkilerinin üretimi için kullanılan işlenmiş topraklar.
(2) sulama ve suyun ve toprağın korunmasına yönelik uygun tesisleri olan işlenmiş arazilerle tasarı çerçevesinde geliştirilmekte olan veya geliştirilmeye müsait orta ve düşük verimli tarlalar.
(3) sebze üretim merkezleri.
(4) bilimsel araştırma yapılan veya tarım eğitimi verilen deneysel tarlalar.
(5) Devlet Divanı'nın düzenlemelerine göre korunmuş ana tarım arazileri sınıfına katılabilecek diğer işlenmiş topraklar.
Merkezi Hükümet'e bağlı eyaletlerin, özerk bölgelerin ve belediyelerin halk hükümetlerinin belirlediği ana tarım arazileri temsil ettikleri bölgelerdeki toplam işlenmiş arazinin en az %80'ini oluşturmalıdır.
Mahalli olarak, korunmuş ana tarım arazisinin alanı bir birim olarak gösterilecek ve bu çeşit bir gösterim ilçe seviyesindeki halk hükümetinin toprak yönetimi birimi ve tarım yönetimi birimince ayarlanacaktır.
