Source text - Urdu ان کے آنسو رکنے کا نام نہیں لے رہے تھے. دیکھنے والوں نے دیکھا کہ وہ خوب رویے. آتنا کہ کوئی ھندوستانی لیڈر بھی نہیں رویا. سامنے ان کی بہن کی لاش رکھی تھی .جسے ان کے ہی باڈی گارڈ نے گولیوں سے بھون ڈالا تھا .ہاں وہ اندرا گاندھی تھیں اور ان کی لاش پر رونے والے ان کے بھائی یاسر عرفات تھے. جو فلسطین کو اسرائیل کے جبر و تشدد سے آزاد کرانے کے لئے آخری وقت تک کوشاں رہے اور بنگلہ دیش کو پاکستان سے الگ کرانے والی بقول اٹل بہاری واجپای درگا اسرائیل کے خلاف یاسر عرفات کے ساتھ کھڑی رہیں تھیں.
ہندوستان معاشی طور پر بھلے ہی کمزور رہا ہو لیکن اخلاقی طور پر ہمیشہ مظلوموں کے ساتھ مضبوطی کے ساتھ کھڑا رہا ہے .
یہاں کے لیڈروں نے بھی رواداری ، خوش اخلاقی اور ضمیر کی آواز پر بھارت کی آبیاری کی ہے .
گاندھی کا قتل ہوا تو ان کے منہ سے ھے رام نکلا اور شاستری جی تو صرف یہ سن کر تاشقند میں مر گئے کہ ہند پاک کے درمیان تاشقند سمجھوتے کی ان کے ہی ملک میں مخالفت ہو رہی ہے .
آج ہم کہاں آگیے ؟
پوری دنیا میں ہمارے پی ایم صاحب بھارت کی توہین اور اپنی تعریف کر کے تالیاں بٹورتے ہیں. کہیں جا کر کہتے ہیں کہ بھارت میں ٹایلیٹ تک نہیں ہے .ہم نے سوچھ بھارت ابھیآن چلایا .کہیں جا کر کہتے ہیں کہ بھارتیہ چور ہیں ہم نے کالا دھن پر روک لگایا .کہیں جا کر کہتے ہیں کہ بھارتیہ مزدور ہیں ہم نے میک ان انڈیا کا منصوبہ بنایا تاکہ ودیشی کمپنیاں بھارت آیں اور ہمارے مزدوروں سے اپنا پراڈکٹ بنواییں.
گویا جسے دیش کی لاج بچانے کی ذمداری دی گیی وہی بھارت کا چیر ہرن کر رہا ہے
اب ایسے میں ہم اس بھارت کو کہاں کھوجیں جس کے بارے میں کہا جاتا ہے کہ
کچھ بات ہے کہ ہستی مٹتی مٹتی نہیں ہماری
فلسطین صرف ایک ملک نہیں بلکہ علامت ہے ظلم کے خلاف سینہ سپر ہو جانے کی .جہاں کا ایک بچہ توپ کے سامنے کھڑا ہو کر نعرہ تکبیر بلند کرنے کا حوصلہ رکھتا ہے اور یہی وجہ ہے کہ دنیا کے تمام طاقتور ممالک کی میزایلیں بھی فلسطینی غلیلوں سے خایف ہیں اور صاحب اس لئے خوش ہیں کہ پوری دنیا کو دہشتگردی کے جال میں پھنسانے والا اسرائیل کا سربراہ کہتا ہے کہ میری اور مودی کی جوڈی جنّت میں بنی ہے .
یہ دنیا میں پہلی بار سنا گیا کہ جہنمیوں کی جوڑی جنّت میں بنایی جاتی ہے ..
گوآتنکیوں کے عروج اور مسلم ممالک کے اندرونی خلفشار کے زمانے میں دہشت گردی کے خلاف معاہدے کا سیدھا مطلب یہ کی جو کوئی حکومت مخالف آواز بلند کرے وہ دہشت گرد ہے .ورنہ کون نہیں جانتا کہ دہشتگردی کے اس کهیل کا ستر دھار کون ہے ؟
اور آپ اسی ستر دھار کے پاس دستخط کرنے پہنچ گئے .
اگرذرا بھی انسانیت ہوتی ، ہندوستانیت ہوتی تو فلسطینیوں کا درد بھی بانٹ لیتے تاکہ سند رہتی کہ آپ اس دیش گئے تھے جہاں کے سربراہ نے کبھی آپ کی پی ایم کی لاش پر آنسو بہایا تھا.
Translation - English His tears wouldn't stop. The bystanders saw that he mourned bitterly. No one, not even Indian leaders, cried as much. Placed in front of him were the mortal remains of the lady he regarded as his sister. She was shot dead by her own bodyguard. Yes, she was Indira Gandhi; and his brother was none other than Yasser Arafat, who strived till his last breath for the freedom of Palestine from the oppressive clutches of Israel. And 'Durga', as Atal Bihari Vajpayee called her, stood firmly by Yasser Arafat against Israel.
Despite India being economically weak, she remained loyal to the oppressed nations against the tyrants.
The Indian leaders too had furthered the country's commitment towards tolerance, moral code and conscience.
When Gandhi Ji was assassinated, the last words he uttered were 'he Ram'. And Shastri Ji succumbed to the shock in Tashkent as he heard about his Indo-Pak deal was being opposed to in his own land.
Today, where have we come to?
In the entire world, our PM garners accolades by insulting the country and patting his own back. India hasn't got proper toilets--he said--so we launched Swachh Bharat Abhiyan. Indians are thieves--he opines elsewhere--so we put a stop to the black money. Indians are labourers--he avers yet another time--so we formulated the plan of 'Make in India' to invite foreign companies for getting their products manufactured by our labourers.
Alas! The one who was entrusted to make the country proud is bringing disgrace to her.
In such a state of affairs, where do we look for the India of which it was stated: "Kuchh baat hai ke hasti mit ti nahin hamari" [there is something about our existence for it doesn't get wiped].
Palestine is not just a country. It is a symbol. Of standing steadfast against oppression. Of saying no to yield before the tyrant. Of a child having the courage to stand and raise slogans in front of military tanks. This is why the world powers are scared of Palestinian slings. And the Saheb is happy that the head of Israel who ensnared the entire world in the trap of terrorism, says that his match with him was made in the heaven.
Isn't it unheard of that the match of hell-dwellers is made in the heaven?
The deals with Israel clearly mean this: In the wake of rise of cow vigilantism and conflict between Muslim countries, those who raise voice against the establishment are terrorists.
Who is not aware as to who the fountainhead in the game of terrorism is?
And he approached to ink deals with that very fountainhead!
If you had a hint of humanity and Indianness, you would have also gone to share the pain of the Palestinians so that history would record that you went to a country whose premier had once keened a lament at your PM's demise.

Source text - English The Mushawarat was formed in response to a perceived need to defend and protect the identity and dignity of the Muslim community in India in terms of the rights bestowed by the Constitution of India on the citizens of this land. This objective remains relevant though some of its ingredients may stand amplified or modified today.
The Muslims of India constitute a community of 180 million, amounting to a little over 14 percent of the population of the country. They are, after Indonesia, the second largest national grouping of followers of Islam in the world. Their contribution to the civilisation and culture of Islam is in no need of commentary. They were an integral part of the freedom struggle against the British rule. They are dispersed all over the country, are not homogenous in linguistic and socio-economic terms and reflect in good measure the diversities that characterise the people of India as a whole.
The Independence of India in August 1947, and the events preceding and following it, cast a shadow of physical and psychological insecurity on Indian Muslims. They were made to carry, unfairly, the burden of political events and compromises that resulted in the Partition. The process of recovery from that trauma has been gradual and uneven, and at times painful. They have hesitatingly sought to tend to their wounds, face the challenges and seek to develop response patterns. Success has been achieved in some measure; much more, however, needs to be done.
In the past decade, work has also been done to delineate the contours of the problem. The Sachar Committee Report of 2006 did this officially. It laid to rest the political untruth in some quarters about the Muslim condition and demonstrated that on most socio-economic indicators, they were on the margins of structures of political, economic and social relevance and their average condition was comparable to or even worse than the country's acknowledged historically most backward communities, the Scheduled Castes and Scheduled Tribes. It specified the development deficits of the majority of Muslims in regard to education, livelihood and access to public services and the employment market across the states.
In the same vein, Expert Group reports were prepared in 2008 on the need to develop a Diversity Index and establish an Equal Opportunity Commission.
Taken together, these and other studies bring forth sufficient evidence to substantiate the view that "inequality traps prevent the marginalised and work in favour of the dominant groups in society".
More recently the Kundu Report of September 2014, commissioned to evaluate the implementation of decisions taken pursuant to Sachar recommendations, has concluded that though "a start has been made, yet serious bottlenecks remain." It makes specific recommendations to remedy these. It asserts that "development for the Muslim minority must be built on a bed-rock of a sense of security."1
It is evident from this compendium of official reports that the principal problems confronting India's Muslims relate to:
identity and security;
education and empowerment;
equitable share in the largesse of the state; and
fair share in decision making.
Each of these is a right of the citizen. The shortcomings in regard to each have been analysed threadbare. The challenge before us today is to develop strategies and methodologies to address them.
The default by the State or its agents in terms of deprivation, exclusion and discrimination (including failure to provide security) is to be corrected by the State; this needs to be done at the earliest and appropriate instruments developed for it. Political sagacity, the imperative of social peace, and public opinion play an important role in it. Experience shows that the corrective has to be both at the policy and the implementation levels; the latter, in particular, necessitates mechanisms to ensure active cooperation of the State governments.
The official objective of sab ka sath sab ke vikas is commendable; a pre-requisite for this is affirmative action (where necessary) to ensure a common starting point and an ability in all to walk at the required pace. This ability has to be developed through individual, social and governmental initiatives that fructify on the ground. Programmes have been made in abundance; the need of the hour is their implementation.
Translation - Urdu مشاورت کی تشکیل آئینِ ہند کے ذریعے شہریوں کو ودیعت کردہ حقوق کی روشنی میں عمل میں آئی جو ملک میں ملّتِ اسلامیہ کے تشخّص اور وقار کےدفاع اور تحفّظ کی ضرورت کے احساس کے پیش نظر کی گئی تھی۔ آج بھی یہ نصب العین معتبر ہے ہر چند کہ اس کے بعض عناصر توسیع شدہ اور ترمیم شدہ ہیں۔
مسلمانانِ ہند 18؍ کروڑ نفوس پر مشتمل ایک گروہ ہیں جو ملک کی آبادی کےتناسب کے لحاظ سے 14؍ فی صد سے کچھ زیادہ ہے۔ یہ گروہ، انڈونیشیا کے بعد، دنیا کا سب سے بڑا گروہ ہے جو اسلام کا پیرو ہے۔ اسلام کی تہذیب و تمدّن کے فروغ میں ان کے حصہ پر کسی تبصرے کی ضرورت نہیں ہے۔ آزادی کی جدّوجہد میں برطانوی راج کے خلاف وہ اہم حصہ تھے۔ ان کی بودوباش ملک گیر ہے، لسانی اور سماجی معاشی لحاظ سے بھی وہ یکساں نہیں ہیں اور کافی حد تک اس تنوُّع کا مظہر ہیں جو بحیثیتِ کُلّی ہندوستانی عوام کا خاصّہ ہے۔
اگست 1947 میں ہندوستان کی آزادی اور ماقبل و مابعد کے حالات و واقعات نے ہندوستانی مسلمانوں میں ایک طبعی اور نفسیاتی عدمِ تحفّظ کی کیفیت پیدا کردی تھی۔ نامناسب طور پر ان کے اوپر تقسیمِ ہند کا باعث بننے والے سیاسی واقعات اور سمجھوتوں کا بار ڈال دیا گیا تھا۔ اس صدمے سے نبرد آزما ہونے کا عمل تدریجی، غیرہموار اور بیشتر کرب ناک رہا۔ قدرے تأمل کے ساتھ انہوں نے اپنے زخموں کا مداوا کرنے، چیلنجز سے لڑنے اور ردِّعمل کے منہج (response patterns) تیار کرنے کا بیڑا اٹھایا۔ کچھ حد تک اس میں کامیابی بھی ملی، تاہم اس سلسلے میں ابھی بہت کچھ کرنے کی ضرورت ہے۔
گذشتہ دہے میں مسائل کے ادراک کی سمت میں بھی پیش رفت ہوئی ہے۔ 2006؍ کی سچر کمیٹی رپورٹ نے اسے آفیشیل طور پر انجام دیا۔ اس رپورٹ نے بعض حلقوں کی طرف سے پھیلائے گئےمخصوص سیاسی دروغ کو خاموش کردیا اور ثابت کیا کہ متعدد سماجی معاشی مظاہر (socio-economic indicators) کے اعتبار سے مسلمان سیاسی، معاشی اور سماجی سطح پر حاشیے پر ہیں اور ان کی اوسط حالت ملک کی تاریخی طور پر تسلیم شدہ درج فہرست ذاتوں اور قبائل کے مماثل بلکہ ان سے بھی ابتر ہے۔ اس رپورٹ نے مسلمانوں کی اکثریت کی تعلیم، معاش، عوامی خدمات کی رسائی اور روزگار مارکیٹ کے لحاظ سے تمام ریاستوں میں ترقیاتی کمیوں (development deficits) کو واضح کر دیا۔
اسی طرح تکثیری اشاریہ (Diversity Index) کی تیاری اور مساوی مواقع کمیشن (Equal Opportunity Commission) کی تشکیل کی ضرورت کے پیشِ نظر 2008؍ میں ایکسپرٹ گروپ رپورٹیں تیار کی گئیں۔
مجموعی طور پر، یہ اور دیگر مطالعات اس نظریہ کی توثیق کے لیے کافی شواہد فراہم کرتے ہیں کہ “عدم یکسانیت حاشیہ بردار گروہوں کی راہ میں حائل سب سے بڑا مسئلہ ہے جبکہ یہی معاشرے کے غالب گروہوں کے حق میں موافق ہے۔”
ابھی حالیہ ستمبر 2014؍ کی کنُڈو رپورٹ—جسے سچر کمیٹی کی سفارشات کے پیش نظر لیے گئے فیصلوں کے نفاذ کا جائزہ لینے کے لیے کمیشن کیا گیا تھا—نے یہ نتیجہ اخذ کیا ہے کہ اگرچہ “ایک شروعات تو ہوئی ہے، تاہم سنگین رکاوٹیں حائل ہیں۔” اس رپورٹ میں انہیں دور کرنے کے لیے خصوصی سفارشات کی گئی ہیں۔ رپورٹ کے مطابق، “مسلم اقلیت کی ترقی کو تحفّظ کے احساس کی مضبوط بنیاد (bed-rock) پر تعمیر کرنا ہوگا۔” (1)
ان آفیشیل رپورٹوں کے جائزے سے یہ بات ظاہرہوتی ہے کہ ہندوستانی مسلمانوں کو درپیش بنیادی مسائل اِن امور سے متعلق ہیں:
· تشخص اور تحفظ؛
· تعلیم اور خود مختاری؛
· حکومتی مراعات (largesse) میں مساوی حصہ داری؛ اور
· فیصلہ سازی میں منصفانہ شمولیت
مذکورہ تمام امور شہری حقوق کا حصہ ہیں۔ ان سب کی کوتاہیوں کا تجزیہ بھی بارہا ہو چکا ہے۔ ہمارے پاس آج چیلنج یہ ہے کہ انہیں ایڈریس کرنے کے لیے لائحۂ عمل اور طریق کار تیار کریں۔
محرومی، عدم شمولیت اور امتیازی رویے (بشمول تحفظ فراہم کرنے میں ناکامی) ریاست اور اس کے عوامل (agents) کی کوتاہی کا نتیجہ ہیں اور انہیں ریاست ہی کو ٹھیک کرنا ہو گا۔ یہ کام فوری طور پر انجام دینا ہوگا اور اس کے لیے مناسب آلات تیار کرنے ہوں گے۔ سیاسی فراست، سماجی امن کے اقدام اور عوامی رائے اس میں اہم کردار ادا کرتے ہیں۔ تجربہ بتاتا ہے کہ اصلاحی اقدام پالیسی اور نفاذ دونوں سطحوں پر ہونا چاہیے؛خصوصاً آخرالذّکر کے لیے ریاستی حکومتوں کے فعّال تعاون کے میکنزم کو یقینی بنانا ضروری ہے۔

اس صلاحیت کو انفرادی، سماجی، اور حکومتی سطح کے اقدامات کے ذریعے پیدا کرنا ہوگا جو زمینی سطح پر بارآور ہو سکیں۔ پروگرام بہت بنائے گئے لیکن وقت کا تقاضا یہ ہے کہ ان پر عمل درآمد کیا جائے۔
