Does anyone have anything better than 'wait-and-see strategy' or suggestions for translations of 'avvaktande' later in the sentence - very grateful for any help on this

I think the softly-softly approach is one that's often mentioned with regard to policing, but other synonyms could be cautious, circumspect or even careful. Judicious, perhaps?

I think this means a policy of keeping a close eye on developments, monitoring them, assessing the situation without as yet taking action. I think it is rather more than just waiting cautiously or expectantly. It is more like a cat watching a mouse, waiting for the right moment to pounce. This is not really conveyed by cautiously or expectantly.

The origin of the phrase is legal - a lawyer may be asked to keep a "watching brief" on some case, ready to step in as and when required - just like the cat.
