@ Asker c/w is a standard abbreviation and simply means 'complete with' — so just something like 'fourni avec...'
Don't know about PTC — could be 'Positive Temperature Coefficient (thermistor)', cf. 'NTC' used in the same way; but this doesn't seem immediately obviously connected to the context.

Most PTC thermistors are made from doped polycrystalline ceramic (containing barium titanate (BaTiO3) and other compounds) which have the property that their resistance rises suddenly at a certain critical temperature.

agree Anthony Couturier : Oui. L'utilisation d'une thermistance CTP est très recommandée dans le cas du pilotage des moteurs avec des variateurs de vitesse afin de protéger le moteur des surchauffes qui peuvent se produire à vitesse réduite.

conforme aux exigences de PTC

J'ai trouvé c/w = complied with (Termium) et PTC une société qui aide à définir la conformité et les exigences de sécurité pour du matériel

agree Tony M : 'complies with' is another, albeit rare possibility, if 'PTC' is indeed something that can be 'complied with'; but I'm a little curious as to where the 'plated' comes in — unless it is some kind of 'approval plate'
