It is a term that is commonly used by the government mouthpiece in China. It lacks equivalence in the West due to various reasons - one of them is it tends to be more specific, such as Striving for Success, Social Etiquette, Respectful Behaviour, Acts of Kindness and Consideration etc, etc. All of which can be, to some extent, covered under ‘精神文明’. I noticed that the ' Ethical, Cultural Progress Award' was used by People's Daily, which again is a mainland news outlet. I'd translate it into ' Personal Growth and Achievement Award' just so my non-Chinese speaking audience who do not know the nitty gritty in the Chinese culture can easily understand, as even 'Cultural Progress' can be very vague. By its definition, personal growth is embedded in ‘Jingshenwenming’. Having said this, I do acknowledge the 'Ethical, Cultural Progress Award' as a backup option, just so the client may more easily approve it.
