I am not certain from the limited context of the text provided what these "mischief-makers" (ballademagere) are doing - ie if it is criminal or simply disturbing the peace. Or if they are doing something much worse. So it would depend upon context.

If it is referring to unge mennesker vem optræder med aggressivt og voldeligt, I am not sure that the social scientists have come up with a particular term for this, referring to certain groups who engage in aggression and random violence against others outside of their social group.

: I agree context will be very important here. For example, arrest for criminal offense is spoken of, so it may be better translated "vandals".

Yea, the Vandals are still alive (the hard core punk band). - Actually, it is not vandalism per se which is being referred to, but rather certain groups who engage in aggression against other people and random violence.
