I came up with:
Rule 2: Two on every other following dilution each with 25-250 colonies.
but it doesn't make any sense.

It is two on every second dilution?

A more common expression is 'på hinanden følgende' - try googling - which always means 'consecutive'. In practice one follows the other, but language is not always logical...

Det er lidt vanskelig uden tekstsammenhænget, men jeg gætter frem til dette forslag. Jeg forstår at det er en stavefejl og at det hedder rigtigt "hver anden", derfor "every second". Mon det passer?

The correct phrasing should have been:
To på hverandre følgende ....
but 'hverandre' and 'hver anden' have been mixed by the author and turned wrongly into 'hveranden'
