If the 'forhold' were definitely culpable and the issue at court is who committed them, then you can write 'Offence 14 and offences 3, 19 ... were committed'

If you need to be strictly neutral (because guilt is not yet proven) you will have to write something like 'Events ... occurred'

'Forhold' is one of those amazing words that can mean almost anything depending on context, so it would help if you could give a little more.
