: It's a metaphor, of course. Something like icing on the cake. The point being presumably that 'extras' or treats have to come from outside, from persons such as the writer of the document, if I understand the context correctly.

beta vulgaris is in the UK beetroot. They are sold in the US as red beets or just beets. You are right about Christep. Maybe you can submit that answer
