If you decide to take this as a metaphore, then this delicacy could be translated to "something special"

Thanks Rebecca. Fortunately on my last trip to Vancouver BC, I bought some. I just need to get the beets now.
agree christep : It's a metaphor, of course. Something like icing on the cake. The point being presumably that 'extras' or treats have to come from outside, from persons such as the writer of the document, if I understand the context correctly.

beta vulgaris is in the UK beetroot. They are sold in the US as red beets or just beets. You are right about Christep. Maybe you can submit that answer
