Poor people I don't think it applies everywhere that council housing is reserved exclusively for people who are regarded as poor. This just results in ghettos. In Britain, before they were sold off by the Thatcher government, many tens of thousands of working class people lived in council houses. They weren't poor. About 300 metres from where I am sitting now, one of my neighbours living in a council house is also a member of parliament! The concept in this case (almen bolig) may not be owned by local government, but they are regulated by local government, and local government has the right to refer clients to vacant properties. They can be flats, houses or institutions. I think the key feature is that they are "not-for-profit". There are about ½ million such homes in Denmark. Perhaps "public utility housing" is the best term.

I really don't think it is "social housing" as this implies that it is for poor people.
It may be at a lower price than the market (i.e. regulated), but people living in these residences can hardly be considered to be poor.

Plus they are not owned (generally) by the local government.

This is what an 'almen(nyttig) bolig' is.
Whether the term will be understood in your specific context is a different matter.

It is only 'social housing' in the sense that municipalities often have the right to assign one in every four dwellings to individuals or families in particular need.

Anybody, rich or poor, can join an 'almennyttig boligforening' (non-profit housing association) and ask to be placed on a waiting list for flats, terraced houses or houses within that association. The associations are privately owned, but construction projects are subsidised by the government to promote affordable housing.

Thanks Diarmuid. I agree, for the UK. However for Denmark, I think it is a bit different, hence my reluctance to refer to it as a social housing - perhaps due to the Scandinavian additude that social welfare is an entitlement of all, irrespective wealth and income, where in the anglo world individuals are expected to be in severe need before having a right to government social welfare. (as a general statement)
