This is what an 'almen(nyttig) bolig' is.
Whether the term will be understood in your specific context is a different matter.
It is only 'social housing' in the sense that municipalities often have the right to assign one in every four dwellings to individuals or families in particular need.
Anybody, rich or poor, can join an 'almennyttig boligforening' (non-profit housing association) and ask to be placed on a waiting list for flats, terraced houses or houses within that association. The associations are privately owned, but construction projects are subsidised by the government to promote affordable housing.

And in some contexts and some countries could be social housing or housing, but in Scandinavia, esp. Denmark, simply housing owned by a non-profit, usually a co-op.
However local planning rules or zoning may require that a certain percentage of residential housing be <i>almen bolig</i>, even that owned by for profit companies; and that could be considered to be some kind of government subsidy. "

Thanks Diarmuid. I agree, for the UK. However for Denmark, I think it is a bit different, hence my reluctance to refer to it as a social housing - perhaps due to the Scandinavian additude that social welfare is an entitlement of all, irrespective wealth and income, where in the anglo world individuals are expected to be in severe need before having a right to government social welfare. (as a general statement) |

Discussion
It may be at a lower price than the market (i.e. regulated), but people living in these residences can hardly be considered to be poor.
Plus they are not owned (generally) by the local government.
