Such strategies should, inter alia, aim to understand the needs for learning amongst citizens and wider society; understand the learners’ interests and motivate those who encounter problems in attending or finding relevant training programmes; take into account the implications of the knowledge-based society for the needs of learners and labour markets; develop new incentives to investment and ***re-channel*** adequate resources across the spectrum of formal, non-formal and informal learning; promote more positive perceptions of learning; and make learning more flexible and effective in order to address issues of equality of opportunity.
