Stronger emphasis should be placed in the integration of ICTs in any form of formal and non-formal education and training. The need to ***address*** sustainability, financial and human resources remains an area of concern, which can be addressed by emphasising capacity building for improved project management. One line of thinking is that rural areas cannot afford to exclude themselves from globalisation and have to ‘get on board’ with ICTs, while others express the concern that ICTs compete with more pressing priorities. As urban centres are ‘better places’ for digital technologies than rural areas, fears are expressed that urban-rural digital divides may intensify. Only time and research may foreground new perspectives.
