Might work here. This comes from "advenir à", which means "to happen to" or "to befall".

Actually, reading your text again, I wonder whether the author doesn\'t mean to say PARvient à. Parvenir à means \"to reach\" or \"to attain\", and I think the idea might be that the state achieves liberty by making its own laws.

In fact, I really do think this is a typo, because \"advient à\" doesn\'t make sense here.

The political community "befalls" liberty. I agree it seems a bit strange. But what else could "advenir à" mean?

yes-or maybe it is French Canadian, meaning that the word could be used slightly differently.

thanks-seems a thesaurus comes in quite handy. achieves liberty doesn't sound quite right to me either.

liberates itself

How about changing it around and saying "which liberates itself" or "which emancipates itself"? Just a thought ...
