"Sequential number" is the best I can think of - I presume this stands for "Numéro chronologique".
Any better ideas?

That's what I would use, because you don't know if the number is relative or based on a cardinal system.

Chronopost Reference Number (for speedy delivery)
Chronopost exists at all French post offices, is expensive, and means your letter/parcel will be delivered almost immediately or for the next day. Well, you pay for it but sometimes they don't even arrive.
I think it's the chronopost registration number but not sure if we have a term in English for speedy delivery since there is fedex and ups but they are private companies and nothing to do with the post office services. Many companies in France use chronopost for quick postal delivery but it has nothing to do with recorded delivery.
