I tend to think of a developer as more of a programmer - but in this context I think they're quite interchangeable.

There are numerous roles involved in creating a website, depending on the size of the business. In larger firms you could find a Web-coordinator, a director of web strategy, web designer, web developer and web master. 'Web Developer' implies that the individual has created the underlying functionality and structure of the site (the database and code to display the required info) but is not responsible for its content nor its day-to-day maintenance.
