I'd go for 'technique' in this case. Not so sure about 'technology' here even though spot-on for 'new media' & this artist; because the writer seems to be relating current practice ('Kulturtechnik', 'Interaktion' etc.: genres & procedures) rather than 'only' the machinery which is part of it, to the much wider cultural/historical context. PS I find 'cultural production' ugly but it's the sort of phrase sociologically trained historians et al. go for like piranhas.
