Promotion instruments: investment security as a driving force
German legislators have contributed greatly to the development of the bioenergy industry in Germany with the help of three promotion instruments: the Renewable Energy Sources Act (EEG) for the electricity market, the Market Stimulation Programme (MAP) for the heating market, and tax benefits for biogenous fuels. These measures created the necessary basic conditions with which to ensure private investment in these technologies.
The aim of the EEG is to establish renewable energy technologies for power generation on the electricity market and to increase their share of the market to at least 20 % by the year 2020. A core element of this is a 20-year guaranteed minimum price for electricity generated from renewable energy sources and fed into the mains grid. Network operators are obliged to collect electricity from renewable energy sources, and correspondingly to pay EEG rates. Prices depend on the technology, on the system size and, in the case of bioenergy, on the feedstock used. Additional bonus payments are granted for combined heat and power generation and the use of innovative energy technologies.
In the bioenergy sector, the Market Stimulation Programme promotes systems for burning solid biomass, especially small combustion plants with a capacity of up to 100 kW (boilers for split logs, woodchip and pellets) for heating. This creates an incentive to switch heat supplies to environmentally friendly and low cost biofuels, despite the high initial investment costs. In Germany, the introduction of a regenerative heat act is also being discussed, which in accordance with the EEG is supposed to promote heating with renewable energy.
