A Vorbehaltsgebiet is a provisional area designated for certain uses of the sea. A Tiefwasserreede is a deepwater anchorage site (I believe). This is the only time the word occurs in a ninety-page document. It appears to be something done by ships at sea.

Westlich der Tiefwasserreede (Nr. 14) wird ein Vorbehaltsgebiet festgelegt, um hier genügend Navigationsfläche sowie Raum für das Aufdampfen zu sichern. Zudem ist in Abhängigkeit von der künftigen Verkehrsentwicklung – insbesondere nach der Realisierung des Jade-Weser-Ports in Wilhelmshaven – ggf. mit einer Erweiterung der Tiefwasserreede nach Westen zu rechnen.

according to Muret-Sanders -perhaps an area where boats used to build up steam before heading out to sea??

or perhaps a long-term anchoring area for boats with running engines, so to as avoid boat exhaust in the port?

under power(at full steam)

With area to navigate, it seems a given that the ship would traveling. At anchorage, the boilers would be running to generate power. Would this be an answer to an Environmental concern (thermal pollution)? In port the ships would be using shore based power.
