'one fifth rule'

this is effectively relief from higher rate tax on extraordinary items of income but there is no exact equivalent that I am aware of, so I think you just have to translate literally, with a note explaining how it works if that is considered important

there is in fact a similar procedure in UK tax known as \'top slicing relief\', applied in similar circumstances, although the rates are worked out differently. So, if this is a UK context, you could maybe say \'one fifth/20 percent rule (a form of top slicing relief)\'
