This term appears in a text regarding a foundation's work in a Latin American country. What throws me here is the insertion of 'jugendlich'. Should this be ignored or does such a thing actually exist? RSVP. TIA.

PS: don\'t be thrown by the jugendlich/youthful. Nowadays, people retire at all ages, and in the USA I often find it a goal in life to retire as early as possible.

Reading between the lines a little, if they are recruiting for some kind of voluntary service programme, they are trying to make it clear in a kind way that you can be any age as long as you are fit and active enough to help out with the work. People who are elderly, 'past it', are not much use to them.

I consider that the term "jugendlicher Pensionsalter" has a meaning that is not related to what is usually understood as retirement or pension age. The context is the provision of board and lodging to young people.
The German Youth Hostelling Association website (see below) shows two categories of member - Juniors and Seniors. Juniors are persons up to and including the age of 26 years. After the 27th birthday such persons are deemed to be seniors. I would therefore suggest that the term "jugendlicher Pensionsalter" is referring to the change of status from a "youth" or "junior" to a "senior". As a consequence, it is perhaps best translated as "youth retirement age".

I would suggest that where the text is slightly ambiguous or confusing, one should stick as closely as possible to the original provided it makes good sense in the targt language.
"Pensionable age" is a precise term in UKE also. It does not imply the same as "retirement age", which is the age at which one stops working (permanently) but it does not mean you would receive or qualify for a pension.
