"max. Radsatzlast bei max. Betriebsvorräten: 18 t;"

I know it is "max. axle load" but I am not sure about "Betriebsvorräten". Can anyone help please? This is referring to a diesel locomotive.

In other words, that the loco is fully loaded with fuel and gearbox oil etc.

Betriebsvorrat actually translates as \"operational supplies\", but you wouldn\'t use that expression of your car, would you....no, I think you\'d say \"with a full tank\".
