Förra året inbjöds även nyanlända till utställningen, men eftersom många av de som var intresserade saknade körkort var det få som ***blev aktuella för ett jobb***

Does this mean "were shortlisted for a job" or does it mean "found a job"?

Your guess "be shortlisted for a job" is closer, but to my mind, being shortlisted means you've come closer than simply being seriously considered. (The shortlist would consist of the few, I would say usually 2-4, best-qualified candidates.)
