The Arabian Gulf is a strategically significant region of the world with regard to the global energy supply chain as well as maritime trade and commerce. For the past three decades, the region and Strait of Hormuz, in particular, have witnessed major crisis, wars, and foreign intervention which lead to undermine the stability, peace, and security of the region. Since the collapse of Saddam’s regime, Iran found propitious opportunity to pursue a regional hegemony. In the name of its national security, nuclear ambitions, and protection of its self-interests, Iran has repeatedly threatened international passage, disrupted maritime shipping and interrupted oil flow through the Strait of Hormuz. On the other side, the Gulf Cooperation Council (GCC) has pursued a collective security approach to achieve balanced outcomes ensuring free oil flow, supporting stability, and maintaining security in this region. Despite these efforts, the situation remains tumultuous, confrontational and uncertain; therefore, the GCC must consider strategic alternatives to establish regional balance of power, achieve a sustainable stability, and ensure security in the Arabian Gulf region.

تعد منطقة الخليج العربي منطقة ذات أهمية استراتيجية بالعالم فيما يتعلق بسلسلة إمداد الطاقة العالمية بالإضافة إلى التجارة البحرية. وقد شهدت المنطقة وعلى وجه الخصوص مضيق هرمز، في العقود الثلاثة الماضية، أزمات كبيرة وحروب وتدخل أجنبي الأمر الذي أدى إلى تقويض الاستقرار والسلام والأمن في المنطقة. ومنذ انهيار نظام صدام حسين، وجدت إيران الفرصة سانحة لمواصلة الهيمنة الإقليمية. وقامت إيران بتهديد المرور الدولي بشكل متكرر وتعطيل الملاحة البحرية ووقف تدفق النفط عبر المضيق. وعلى الصعيد الآخر، يسعى مجلس التعاون الخليجي (GCC) لتحقيق الأمن الجماعي من أجل الوصول إلى نتائج متوازنة تضمن التدفق الحر للنفط ودعم الاستقرار والحفاظ على الأمن بالمنطقة. وبالرغم من هذه الجهود المبذولة، يظل الوضع مضطربًا وغير مؤكد؛ ومن ثم يجب أن يقوم مجلس التعاون الخليجي بالتفكير في بدائل استراتيجية لتحقيق توازن القوى الإقليمية وتحقيق الاستقرار بشكل مستدام وضمان الأمن بمنطقة الخليج العربي.

A water budget analysis was performed for each watershed model. Each of the major components such as rainfall, evapotranspiration (ET), surface runoff, and groundwater recharge was quantified so each watershed could be characterized.
Water budget analysis sheds light on how precipitation is distributed among the four loss components:
• ET component - comprises the largest component in the current project area,
• Surface runoff - forms during storm events after initial abstraction losses are satisfied,
• Recharge to groundwater through channel transmission losses; and,
• Diffuse recharge via percolation through the soil to the groundwater table.
The following sections discuss the water budget of each wadi separately. The rainfall runoff model (HEC-HMS) was run for the simulation period of 1/Jan/1998 to 30/Sep/2012 for a total of 14.75 years for the 39 major watersheds and 15 additional wadis. Results indicate that evapotranspiration accounts for most of the losses and ranges between 81% and 98% depending on the rainfall patterns and geographic location. Surface runoff comprises approximately one to nine percent of the water budget. Groundwater recharge through main wadi channels ranges from negligible amount to nine percent while diffuse (areal) groundwater recharge ranges from negligible amounts to seven percent.
Below are the results of hydrologic analyses for each wadi.

تتناول الأجزاء التالية الموازنة المائية لكل وادي على حدة. تم تطبيق نموذج الجريان السطحي (HEC-HMS) للفترة ما بين الأول من شهر يناير عام 1998 حتى 30 سبتمبر عام 2012 أي لما يقرب من 14.75 سنة و تم تطبيقة على أهم 39 حوض مائي وعلى الأودية الإضافية البالغ عددها 15. وتشير النتائج إلى أن التبخر النتحي كان سبب معظم الخسائر وكان يتراوح ما بين 81% و98% اعتمادًا على المواقع الجغرافية وأنماط هطول الأمطار. بينما شكل الجريان السطحي ما يقرب من 1 إلى 9% من الموازنة المائية. وتتراوح تغذية المياه الجوفية من خلال قنوات الوادي الرئيسية ما بين نسبة ضئيلة للغاية إلى 9%، في حين أن التغذية السطحية للمياه الجوفية تتراوح ما بين نسبة ضئيلة للغاية إلى 7%.
