The reason for choosing their vacation destination is vacations? What is meant here? Could it mean their vacation schedules? Other reasons listed include "cercanía, propiedad,fidelidad".

I think it does have to do with their schedules. It would be that they have time off from work, and therefore go to the Costa del Sol...

they repeat it because the two idea have the same word but are different..they chose it as the place to go on vacation because of the climate, because it is a vacation spot and because it is quiet.
But I would rewrite the whole thing..
because of its has a great climate and is a good spot for a quiet holiday
It's best to make these sense make sense rather than sticking to what might be awkward..

I would re-write the entire phrase as follows: "...the reason(s) tourists right now say they choose la Costa del Sol as their premiere vacation destination is/are because it is a balmy, secluded, tranquil,convenient, private, and impeccable (or refined) getaway.

I am assuming that the list you have mentioned of reasons comes from a survey of people in the area. I'm imagining that the question was: why have you come to the Costa del Sol? or what was your main reason for coming here? and therefore the answer "holiday" would not be incorrect (as opposed to a day trip perhaps?).
I think the problem lies more in how to translate the first vacaciones (which could be rendered as time off), not the second, and it may even be due to the author's oversight (i.e. you could maybe leave it out altogether).

Pienso que "dias de descanso"(resting days) puede ser una buena opción para traducir las VACACIONES a que se refieren en esa frase. Suerte !!!
