Si es parte del nombre de la instituciòn, a menos que haya una traducción oficial (o ampliamente difundida) de la misma, no lo traduciría. Ya que se trata de lo que aparece en un certificado, me imagino que nada más dice el nombre de la institución.

It`s usually part of the name of the institution. I wouldn´t translate it, you can put eloso´s suggestions between brackets, though
