It depends on the context In cases where a voltage/potential difference is being applied, for instance, between two plates of a capacitor or between two distinct points of an electric circuit, I would opt for "המתח המופעל בין הלוחות או הנקודות". On the other hand, if the said voltage/potential is applied to single pins of a chip/microprocessor or if it's an AC input signal being applied to a voltage amplifier I would make use of "מתח הזנה".
