Apparently, the owner didn't want people dipping sticks and hands in his pond because the carps would be scared or even hurt by these pond dippers.

agree juvera : Pond dipping is a typical school-kids activity, often school organised.It involves catching water creatures to examine them closely and putting them back.Obviously not all of them survives this treatment and a goldfish-pond is not the best place to do it.

people swimming in the pond

to take a dip is also an expression meaning to go swimming.
It might be intended here.
